Although most people including myself find Clickbait to be annoying when it comes to watching videos on Youtube the Clickbait is actually allowed to be used on Youtube.
Youtube does not prohibit the use of Clickbait and there's no reason for them to prohibit it as the Clickbait means more views on a video which means more money through advertisements for Google and the Youtube channel user.
People will continue to use Clickbait to get more views on their videos and it does work for them but I don't do it myself because I hate it when I go to a video that was clickbait and find I wasted my time watching that particular video.
If you do use Clickbait you may lose some subscribers if you do it too often but your Youtube account will not be banned or be in any harm if you do use it.
