The freezer keeps the bacteria from growing on the hotdogs.
The same is true for other meats including hamburgers, sausages etc.
If you want to keep meats longer than a week or a few days you should always freeze the meat to make it last longer.
If the hotdogs are bad they will smell bad and will change color or may even have a slimy feeling to them.
If so throw the bad hotdogs out to prevent illness.
