The point at which a liquid becomes a solid is when the temperature falls to 32 F or below for longer than 30 minutes or so.
When the temperature is above 32 F then the liquid will usually remain liquid but once the temperature falls to 32 F or below the water or liquid can freeze and remain solid until the temperature warms back up.
Once the temperature warms back up to above 32 F then the solid such as ice will turn back into liquid water.
