What gives dough it's sour taste is the lactic acid producing bacteria.

A starter dough that is very wet will be encouraged to produced more lactic acid, which gives your dough a more mild yogurt like flavor.

However a starter dough that is dry will produce more acetic acid, giving it a more sour flavor.

It's normal for dough to be somewhat sour in taste but not too much.

If the dough is really sour then it might be bad.

But if the dough is just slightly sour then it's not a bad thing.

Also if the dough is homemade dough and it's really sour then it may have been over fermented which can happen sometimes when you're new to making dough and baking homemade bread.
