Why do download speeds often get stuck?

This happens particularly with FTP downloads.
If I'm downloading 2 files and they're going at 7mb/sec and 3mb/sec, when the first one finishes the second continues at 3mb/sec however if I go and pause and then resume the download it utilizes the full bandwidth available.

Has anyone else noticed this download speed problem?

That's hard to say exactly. I think it's actually downloading at the same speed but the progress bar is just not updating until you pause and restart the download.

Maybe the download was stuck in a slow lane per say and when you restarted it the download didn't have as much traffic to get through so it sped up.
