The frost on the frozen meat is not bad.
When you have frost on the frozen meat it's still safe to eat the meat as long as you cook it all the way through.
Having frost on frozen meat is normal when meat is left in the freezer too long and the only thing that would be different about the frost on the meat is that the meat may not taste as good.
Still though the frost on the meat is not harmful to the meat.
I've had frost on meats before when I left the meat in the freezer for too long and I just thawed the meat out and ate the meat after cooking it.
There's nothing wrong with the meat safety wise or otherwise when it has frost on it.
After all the meat is in a freezer where frost is normal.
