Meat would only be able to rot in the freezer if it got warmer than 0 F for too long in the freezer.
Such as if the freezer were unplugged or the power went out to the freezer or the freezer quit working and could not keep the meat cold enough or cold at all.
Then in those cases the meat could rot in the freezer and spoil in the freezer.
But as long as the meat remains frozen the meat actually can last for a long time and still be safe to eat.
Although the longer the meat is in the freezer the less fresh and tasty it becomes.
But it's still very safe to consume it.
And according to the U.S. Department of Agriculture, any food stored at exactly 0°F is safe to eat indefinitely.
