The only difference between minced meat and ground meat is in the way it's processed.

With minced meat it is where the meat such as the whole muscle of the meat is finely diced using a sharp knife or a food processor to mince it.

With ground meat the meat basically just goes through a meat grinder where it goes through an emulsion process.

Both the minced meat and the ground meat are the same type of meat as in being the beef from a cow.

Well it could be from some other animal depending on what meat you use to either grind or mince but both minced meat and ground meat you buy in stores is most commonly ground beef or minced beef.

But you can also buy ground turkey and maybe minced turkey.
