No you're not supposed to wash raw meat unless it somehow has gotten some dirt on the meat.
When cooking raw meat it's not recommended to wash raw meat because the bacteria the raw meat has can be spread around to other foods, utensils etc.
There's no need to wash raw meat before cooking it as the bacteria will be killed off when you cook the meat to the right temperature.
Although you might be washing away some of the bacteria contained on the meat you can actually do what's called cross contamination and end up with that bacteria on other things.
Also if you use a cutting board for raw meat make sure to wash it using soap and hot water before placing any other meats or foods on that same cutting board.
I never have washed any meat before cooking it and there's really no need or reason to wash meat before cooking it.
