The reason you soak chicken in vinegar for 30 minutes to an hour is to make the chicken meat more tender and not as hard.
The vinegar also adds some flavor to it especially if the chicken is soaked in marinade and vinegar.
Just don't leave the chicken soaking in vinegar longer than a few hours otherwise the chicken could become harder and not tender like you want too.
I've never really soaked chicken in vinegar and just cook it instead and it turns out just fine.
If I want softer chicken meat I will cook the chicken in the slow cooker which makes the chicken meat softer.
