Yes you can partially cook meat and then refrigerate it and then cook it later on.
If you're unable to finish the cooking of the meat fully before you need to do something else then just place the partially cooked meat into the refrigerator and then cook it the rest of the way when you can do so.
According to the FDA they say it's unsafe to partially cook meat and then refrigerate it but that is mostly for food establishments.
I have partially cooked meat and then refrigerated it and then cooked it the rest of the way through before and never have gotten sick.
The reason the FDA says to not cook meat partially and then refrigerate it and cook later is the potential for bacteria to grow on the meat.
However if you refrigerate the meat soon after partially cooking it there should be no issues with bacteria growing on it as most of the meat will be cooked anyway.
