I'm watching a youtube video and in the description it says.

NO COPYRIGHT INFRINGEMENT INTENDED.

Why would they put that in the description? Is it to prevent it from being removed and getting in trouble for uploading the video?

It means that they're trying to avoid copyright infringement. But what's funny is they're admitting to infringing copyright but they're aren't intending too.

It doesn't matter if you intend to or not. But when you put that you don't intend to then you know that you're infringing copyright.

That little line wouldn't hold up in court.
