Yes you can eat raw chickpea flour just like you can eat raw flour of any other variety as well.
However raw flour and raw chickpea flour won't be as tasty or easy to get down your throat as it would be if you used the chickpea flour in making food and baking.
I tried eating some raw chickpea flour and it was a bit hard to get down my throat but it wasn't too bad and it's safe to eat the raw chickpea flour but most people will cook with the chickpea flour first before eating it.
You can also eat raw chickpeas if you want too although I like putting the chickpeas in with some soup or stew or even some chili.
