Is it OK to eat expired meat if it's been frozen?

As long as the expired meat has been kept frozen the entire time then yes the expired meat as long as it's been kept frozen is still safe to eat.

The expiration date on the meat is just a general guideline as to when the meat loses it's freshness and no longer tastes as good.

But meat can last for a year or even 2 years when frozen so that is well past it's expiration date and even when meat is freezer burned it's still safe to eat.

I've kept meat for 2 years before in the freezer and it's been very safe to eat although it's not as fresh it's still good.

Meat will last uncooked in the refrigerator from 3 to 5 days before growing bacteria and going bad and when frozen the bacteria cannot grow on the meat and so it will last for around a year or more.

As long as the meat hasn't changed texture or become slimy or smelly then yes the meat is still good and okay to eat well past it's expiration date.
