Yes you can refreeze any unused honey baked ham without a problem.
I take honey baked ham and other hams out of the freezer and then only cook and eat half of it and then place the rest back in the freezer and refreeze both honey baked hams and other regular hams all the time without a problem.
The honey baked ham or other hams just lose their freshness the more you refreeze them but it's still safe to eat honey baked ham or any other hams that have been refrozen.
They say to not refreeze meat but there's nothing wrong with refreezing any meats including honey baked hams or other hams.
