Yes you can safely eat quail eggs raw and unlike chicken eggs the quail eggs do not nor cannot contain any Salmonella.
The reason quail eggs cannot contain any Salmonella is that the quails body temperature is much higher than a chickens body temperature which prevents the quail or quail eggs from becoming infected with Salmonella.
So yes you can eat quail eggs and chicken eggs raw if you want too however I prefer too cook all my eggs including the quail eggs when eating them.
I tried eating raw quail eggs and raw chicken eggs before but I couldn't get the eggs down because it made me gag.
But if you can get the raw quail eggs or raw chicken eggs to go down then it's safe to eat the raw quail eggs and raw chicken eggs.
