Because mince meat has a larger surface area than other meat it doesn't have as long of a shelf life as other meats.

But as long as the mince meat has been frozen and kept frozen after the use by date the mince meat will still be very safe to eat.

The mince meat may only last a few days in the refrigerator but will last longer in the freezer.

I keep mince meat in the freezer for up to 6 months and it's still safe to eat way past that use by date as long as it's been frozen since freezing the mince meat keeps bacteria from growing on the meat.

If the minced meat is spoiled it will likely be slimy in feeling and have a bad smell to it that would make you vomit but if in doubt about the meat being spoiled it's best to just throw the minced meat or any other potentially spoiled meat out just to prevent getting sick from it.
