If the turkey giblets are wrapped in paper then it's safe to cook the giblets inside the turkey without removing the giblets.

However some turkey giblets may be wrapped in plastic and stuffed inside the cavity of the turkey and the giblets are wrapped in plastic you should remove the turkey giblets.

The Turkey Giblets are inside the cavity of the Turkey and are not removable when the Turkey is frozen so you'll need to wait until the Turkey has thawed out and then reach inside the cavity of the turkey and remove it before cooking it.

The Turkey Giblets are edible but I never eat them myself as they're not very appetizing or tasty to me.
