Yes you can refreeze ground turkey after thawing it out and cooking what you want too of it.
I thaw out ground turkey and other meats all the time and then put the rest of it back in the freezer and then thaw it out again and refreeze it again until it's all cooked.
There's no problem refreezing meats or ground turkey over and over as I've done it many times and never have gotten sick from it.
It's very safe to do so.
