Yes Quail Eggs can safely be eaten raw if you want too without risk of Salmonella as Quail eggs do not contain or become contaminated with Salmonella like Chicken eggs can and sometimes do.
I could not eat Quail Eggs raw or any eggs raw because it just makes me want to Vomit but it won't hurt you.
I prefer all my eggs cooked including Quail Eggs.
It's recommended that Quail Eggs are best eaten when raw but I cannot do that.
