Most Turkeys do have a bag of giblets in them.
However I have bought some Turkeys that did not contain the Giblets.
Still though you should check for the bag of giblets in the Turkey before cooking the turkey.
Turkey giblets are most commonly used to make a giblet gravy.
The parts (besides the liver, which becomes bitter when boiled) are simmered with herbs and vegetables to make a flavorful giblet stock.
If giblets were packed in a plastic bag, and the bag has been altered or melted by the cooking process, do not use the giblets or the poultry because harmful chemicals may have leached into the surrounding meat.
