As long as there is more than one internet service provider providing internet service to your area then yes you can have two different internet service providers providing internet service to the same house.
As long as you're able to pay for both internet services then they'll install both on your house for you if you want.
When my brother was living with me he wanted Comcast Internet so he had Comcast install internet to his room and billed him for his own service and I had DSL through another company which I had the DSL installed before then and was using and it was installed to the whole house and I was billed for that.
So yes if you want too and there is more than one internet provider in your area you can have two different ISP's at one house.
