Chromecast doesn't require any monthly subscription fee in order to use it since it's just a device that allows you to cast things to your TV over your WIFI connection.
Things such as Youtube and other free content doesn't require any fees however if you do cast some content that requires fees then yes they'll be those fees but not for Chromecast itself.
