Is rice flour and all purpose flour the same?

No. Rice Flour and All Purpose Flour are two entirely different types of flour and will not produce the same results when baking with them.

When a recipe calls for Rice Flour you should use Rice Flour and when a recipe calls for All Purpose flour you should use All Purpose flour.

All Purpose Flour contains the ingredient gluten which is used to make your typical bread while Rice Flour is gluten free so it won't produce the same results.

Both Rice Flour and Gluten Flour are sometimes used together though in some recipes to produce similar results when baking.
