The white stuff in your coffee powder or instant coffee is coffee chaff that is a natural byproduct of roasting.

Chaff in coffee powder is a parchment like layer in the center of the coffee bean that will appear like a light tan color flake and when the beans are ground the coffee chaff will appear like lighter specks scattered among the coffee.

It's safe to consume and does not mean the coffee powder is bad.
