Can Adsense ads be used on proxy websites?

I have an adsense account and use adsense on a blog. But I was wondering if I start an online web based proxy site can I monetize the proxy website with adsense and earn money from it?

They cane be used on the main page of your proxy website but I think it's against Adsense TOS to place them on the pages where users view websites.
