Unopened Pillsbury biscuits will lat in the fridge for up to 6 months and up to 2 weeks when kept out at room temperature.

If the biscuits are no more than a month expired, then yes, it is safe.

If the biscuits are completely dehydrated and still inside the original package, then they are still safe to eat.

If the biscuits are stored as instructed, then they will usually be safe to eat.

When biscuits turn out too hard it's usually a result of overcooking the biscuits or using too high of a temperature.

Also using too many dry ingredients in the biscuits can harden the dough for the biscuits, too.
