Yes you can split one dedicated server into what's called Virtual Private servers where you can give dedicated portions of the server to individuals.
Web hosting companies do this and call it a Virtual Private Server or "VPS"
You'll need VPS server software to install on the dedicated server to split the server up such as OpenVZ.
