The name "baked Alaska" was actually given by the chef de cuisine Antoine Alciatore at Antoine's restaurant in New Orleans way back in 1867. They made it to celebrate the US acquiring Alaska from the Russians. Now, Thomas Jefferson did serve ice cream at the White House, but it wasn't exactly the same as baked Alaska. His version had ice cream wrapped in hot pastry. And to answer your question, the main difference between a bombe Alaska and a baked Alaska is that a bombe Alaska is coated with rum and set on fire, while a baked Alaska gets that nice browning using a torch or the broiler in the oven.
