When an identity thief is caught how much jail time will the identity thief get for stealing peoples identity?

An identity thief if caught and convicted of the crime identity theft can get a minimum of 1 year in jail and up to 5 years in prison.

I think they should get more time in prison because stealing someones identity is a bad crime too.
