What makes a responsive website is when the website design automatically resizes to fit the users screen.

When a website is responsive the design and development should respond to the user's behavior and environment based on screen size, platform and orientation.

In other words if the website is responsive the website should have the technology to automatically respond to the user's preferences.

A responsive website design means that the website design will automatically resize to the mobile devices screen.

For example if you're browsing the website on a desktop or laptop then the website design will spread out to fit the larger screen.

For a mobile device the website design automatically shrinks to fit the mobile device screen but the test and design still remains large enough on the mobile screen to easily view and browse.

Responsive web design or responsive design is an approach to web design that aims to make web pages render well on a variety of devices and window or screen sizes from minimum to maximum display size to ensure usability and satisfaction.
