The most hygienic way to dry your hands is to use an air blow hand dryer.
When you use an air hand dryer and don't touch the hand dryer then there's no paper or towels to deal with and so it's the most hygienic way to dry your hands.
However if you've washed your hands properly then there should be no germs or bacteria on your hands that transfer to the towels when you dry your hands.
However paper towels are considered more hygienic than regular towels or rags especially if other people use that same towel or rags to dry their hands with.
If available for use I prefer using the air hand dryers to dry my hands off instead of using paper towels.

Key times to clean hands include: Before, during, and after preparing food.
Before eating food. After using the toilet. After blowing your nose, coughing, or sneezing.
