The Paypal payment system is verifying that you have the money in the account before it makes the actual payment.
If you just wait a few minutes and then refresh the purchase order page on ebay then the payment should be out of pending.
I buy things on ebay a lot and I get the pending payment status nearly every time I buy something.
I just usually wait a few minutes and then refresh the page and the item says paid.
As long as you have money in your account such as in your bank account, debit card, paypal account or your credit card then the payment should go through within a few minutes to an hour or two at most.
