Fiber Optic cable does not conduct electricity because the fiber optic cable is basically glass that uses light to send signals.
When the fiber optic cable is not lit up then no data can be sent through the fiber optic cable.
Unlike copper or other metal that conducts electricity and conducts lightning the fiber optic cable cannot have the lightning send through it.
So while fiber optic cable could get struck by lightning the fiber optic cannot conduct that lightning through it.
So fiber optic cable is safe from lightning.
Fiber optic cable that goes underground has a metal wire laid next to it though that is used for tracing it when they need to and that wire could attract lightning but the fiber optic cable itself cannot.
