Water Vapor is actually a gas but the water vapor is formed from liquid water through evaporation and sometimes sublimation.
The water vapor starts out as water as a liquid and then goes through the process of evaporation or sublimation and is then transformed into a gas.
Then the gas is put out naturally as a vapor in gas form which is why you really cannot see water vapor because of the water vapor being in a gaseous form.
However you can see clouds, fog and mist because that is in a liquid form and is suspended water particles.
But the water vapor cannot be seen.
