Yes you can get a ticket for going too slow if the slow speed of your driving is slow enough to be unsafe for you and other drivers on the road.

You are usually allowed to go at least 10 miles per hour under the posted speed limit which is safe and usually legal in most places.

So for example on a 65 MPH speed limit posted highway you could go as slow as 55 MPH on that highway below the speed limit before possibly getting a ticket.

I have gone 50 MPH in a 65 MPH posted speed limit highway and never got stopped or ticketed but I allowed other drivers to get around me by pulling off to the shoulder.

That is when I was having trouble with my vehicle but usually I go the speed limit or near the speed limit in most cases.
