Yes you can call the police for someone in another state by contacting the police department in the state and county that the person resides in.
You can look up the police departments phone number which will be a regular phone number instead of 911 and then you can contact the police department in that state directly.
Then give the police department the persons name, address etc and let the police know what you want them to do for the person.
If it's an emergency and you need the police for the person call 911 and let them know where the person is and they can usually contact the police department in that state for you.
