If the car is parked on a public road in front of your house and not blocking your driveway or mailbox then no it's not illegal to park in the road in front of someone's house.
Just don't park in front of fire hydrants either as that can get you a ticket.
If the car that is parked in front of your house is blocking your driveway then yes you could have the car towed away.
But if the car is parked legally in the road at the curb and not blocking your driveway then no you cannot have the car towed.
The roadway is a public road and the other drivers have a right to legally park in the road even if it's in front of your house as long as they are not blocking your private driveway or mailbox.
If someone is parking in front of your house and blocking your driveway or mailbox you can call the cops on them and have them get the car moved or ask the driver of the car nicely to move the car away from your driveway or mailbox.
But if that doesn't work then calling the cops non emergency number can get the car moved.
