When a twitter account has become temporarily restricted it means you either violated some rules and have a temporary restriction from posting on the twitter account or you need to verify your email address and other information.

If your twitter account is temporarily restricted and you violated some rules then you just need to usually wait until the restriction is lifted.

The restriction on the twitter account is usually lifted automatically within a few months or so.

If you haven't violated any rules of twitter and you notice your twitter account is temporarily restricted you may just need to verify your email address or phone number etc and the restriction will be lifted.

If you do see on someone else's twitter account that they have a temporary restriction then they likely just need to verify some information before the restriction is lifted.

There should be an option on the restricted twitter account for other users of twitter to confirm they still want to view the twitter account.
