Why are so many technical support scams coming out of India?

When watching tech support scam calls on youtube the scammers all seem to be from India?

Why is it that most if not all Tech support or even scams come out of India?

One of the reason tech support scams or any other scams are operated from India or other over seas countries is because it makes it harder for the scammer to get caught by the police and face charges.
