Yes even if Location Services is turned off on your cellphone the cellphone can still be tracked through GPS even if the WIFI, GPS and location services are turned off.
So having the location services turned off doesn't mean that you can't be tracked and the cellphone company can always track a cellphone location if needed whether you have services turned off or not.
