Individual stores can have a policy on going into the store barefoot and could make you leave the store if you come in barefoot.
But there is no law either local or federal laws that regulate whether you can go into a store or other food establishment barefoot.
So if the store asks you to leave then you should and respect their rule but you cannot legally get into trouble for going into a store barefoot.
