Liquid hand sanitizer is allowed to be carried onto the airplane as long as it's in a Ziploc bag and is less than 100ml in volume.
The container cannot be more than 100ml in capacity even if the container is only partially filled.
So as long as you have the right capacity of container and it's sealed up then you can carry hand sanitizer on the plane.
