The USPS doesn't own any airplanes even though they have their USPS logo on the airplanes you may see flying around.
The USPS contracts with airlines who own the fleet of airplanes and the airline maintains those airplanes but flies the mail through their airlines for the USPS.
The USPS airlines are contractors for the USPS delivery mail.
