If you're following someone who has their profile and photos private then you can see the private tagged photos if you're approved as a follower by the Instagram account holder.
If you're not on the approved Instagram follower list by that person then you cannot see their tagged photos.
If someone has tagged a photo of yours and your Instagram profile is private then no one else can see your photos unless you approve those Instagram followers.
