When USPS tracking says that a shipping label has been created it means that the person or company shipping the package to you through USPS has printed out a shipping label and the postage has been paid for.

This doesn't mean that USPS has the package yet in their possession but it means that USPS will soon have the package and it will be on it's way to you.

When USPS has the package it should say accepted by USPS and then it should give you an expected delivery date when they have it and it's on it's way to you.
