Yes you can turn a computer monitor into a Television However if your computer monitor doesn't have any speakers on it you'll need someway to get sound out of the computer monitor such as through a cable or satellite box.
If your computer monitor has speakers or a headphone jack you could plug some computer speakers into the headphone jack and likely get sound out of the headphone port through your monitor assuming the monitor is connected to the cable box or satellite box through the HDMI port.
An easier way though would be to just get an actual cheap Television and not go through all the work of turning the computer monitor into a Television.
