What is the difference between having a record sealed and expunged?

A sealed record and an expunged record is similar but the difference between a sealed record and an expunged record is that the expunged record will no longer exist in the governments or law enforcement's database and can never be recovered.

A sealed record is still available in the database and doesn't ever go away although it should no longer effect you in anyway but it's still there.
