Hawkhost.com is best for shared web hosting as well as other web hosting including VPS or cloud hosting.

A good web hosting for VPS hosting is vpsdime.com

I use Hawkhost for a shared hosting account and small website I own and operate and for my larger website I used a VPS server through Vpsdime.com which is a good web hosting company as well.

GoDaddy does not offer free hosting although GoDaddy does offer a free domain name for new GoDaddy accounts.

The GoDaddy free domain is free for the first term although after that you have to pay to keep the domain with GoDaddy.

If you sign up for a 3 year hosting plan with Godaddy then the free domain remains free for up to 3 years until the renewal.

GoDaddy is free to use to build a website.

Although after 30 days you will need to pay for one of GoDaddy's paid plans to access your website after the 30 days have passed.

The GoDaddy paid plans start at $9.99 per month for the Basic GoDaddy plan and up to $24.99 per month for the higher plans and if you are building and hosting an e-commerce website.

Other web hosting companies usually have a website builder as well and you can change hosts pretty easily without any downtime.

Even web hosting companies other than GoDaddy can help you move your website to them as a web host for free.

With a free website plan, you'll be able to set up your online store and start taking payments in minutes with GoDaddy Payments.

For a full-featured online store with advanced payment options, various shipping methods and increased functionality, you'll need to upgrade to the Ecommerce plan.

There are no setup fees with GoDaddy Payments and no long-term contracts.

Just pay a low fee of 2.3% + 0¢ per transaction for in-person, 2.3% + 30¢ per transaction for ecommerce, and Pay Link payments, and 3.3% + 0¢ for keyed-in transactions with no monthly minimums or any kind of hidden costs.

Some ways you can host a website for free include.

InfinityFree. InfinityFree is a free web hosting service that boasts a 99.9% uptime guarantee.
Wix.
000WebHost.
ByetHost.
HyperPHP.
Google Cloud Hosting.
AwardSpace.
Freehostia.

However for the best hosting performance and to ensure you have a website that is taken more seriously it's best to use paid hosting which can be cheap.

Some good cheap web hosting companies are.

Hawkost.com
Vpsdime.com
Hostinger.com
Dreamhost.com
BlueHost.com
Hostgator.com
ipage.com
Siteground.com
A2hosting.com

I have been nurturing the idea of a startup to develop a platform for creating web applications for a long time. Can anyone recommend good specialists who can handle such a project?

The only thing I can recommend you to do is to read at https://www.rolique.io/cases/webme about the Rolique team's experience with a project for WebMe. The team did just that by developing a platform for building web applications. If your goals are also to create a flexible system that allows users to define the functionality, design and other parameters of their applications, then this is what you need. Hurry up and get a consultation with these experts.
