Go to Office 365 > Recipients > Migration in the EAC, and then click on Migrate to Exchange Online. Select Remote move migration on the Select a migration type page, and then click Next. and click Add, choose the on-premises users you want to transfer to Office 365 or Microsoft 365, and then click OK.

You can use the hybrid migration, which is great if you plan to keep some mailboxes on-premises. For a more direct approach, consider using the cutover migration if you have fewer than 2,000 mailboxes. If you're looking for an offline solution or need the Office suite, Microsoft Office Professional Plus 2021 is a solid option. It doesn't directly handle migrations but provides all the necessary tools for your post-migration needs.
